Concern is implementing a nutrition emergency project for the Rohingya community named “Nutrition Interventions for Vulnerable Rohingya Communities in Cox’s Bazar in particular Children under five, adolescents; pregnant and lactating women” funded by UNICEF. This project will be implemented in the Ukhiya Upazila of Cox’s Bazar.

Currently, Concern is looking for a suitable candidate for the following position:

Protection Manager (01 Position): S/he will be responsible to ensure protection is mainstreamed in Concern programme design, implementation, monitoring and evaluations. The Protection Manager is responsible for ensuring that Concern’s emergency response capacity is developed and quality protection sensitive programmes are implemented. The job holder will provide technical and advisory support to the Concern Rohingya Response programmes

Duty Station: Ukhiya, Cox’s Bazar

Annual Gross Salary Range: BDT 993,972.00- BDT 139,8612.00- + other admissible benefits (festival bonus, hardship allowance, mobile phone allowance, health and life insurance and outpatient medical)

Contract Duration: up to November 2019

Major Areas of Responsibility:

1. Program Management and Development

Support proposal development and ensure protection is clearly articulated in all thematic proposals
Work alongside Concern worldwide Nutrition and FSL/DRR team and mainstream protection with a view to implementing protection responses within integrated multi-sector programme
Carry out regular field monitoring visits, focus group discussions, participatory assessments, key informant interviews ensuring appropriate treatment of sensitive information
Based on learning from the field, identify recommendations to strengthen protection responses and work with Nutrition and FSL/DRR staff to implement recommendations
Work closely with the MEAL Coordinator to develop and/or continuously update and refine tools for protection monitoring to ensure the effective collection and analysis of quantitative and qualitative data
Ensure that protection-related reporting are met, and that reports are of high quality and are submitted on time
Organize donor visits, evaluations and programme reviews as necessary.
2. Representation, Coordination and Leadership

Proactively participate in the protection and other relevant coordination meetings, task forces, etc
Build productive relationships with protection actors to better understand the context, needs and priorities around beneficiary protection, and use this to inform or guide the next steps
Develop, maintain and/or initiate partnerships with international and local NGOs, UN Agencies and relevant Government Ministries to support Concern programming.
3. Staff and Team Management

Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (internal and donor reports), financial management, proposal development, technical design.
Support staff recruitment and management ensuring direct report are managed in line with Concern’s HR policies and procedures
Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc. Contribute to the implementation of these policies
Capacity building of national project staff and partners with updates on training materials and technical knowhow.
Key Requirements:

Master level (Social Works, Human Rights Law, International Relations, Development Studies) or similar, or equivalent field experience
7 years Protection Programming experience at least 2 years of working in emergency contexts
Experience in integrated programming
Good knowledge of and experience in using established inter-agency standards and guidelines
Experience in monitoring and evaluating protection programmes
Experience in capacity building
Experience of representation and ability to represent Concern effectively in external forums
Experience of preparing successful funding proposals
Ability to write clear and well-argued project reports
Excellent communication skills with high level of written and spoken English
Previous experience with Rohingya populations or with Bangladesh
Additional language proficiency (Chitagongian/Rohingya)
Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage
Specific experience of designing and managing DFID, ECHO UNICEF and WFP and other major donor projects
Specific experience of working in interagency projects
